In a meeting of the Lake County board on Monday commissioners heard information from Bruce Kimmel, financial advisor, to learn more about potential opportunities for funding mechanisms to create more housing in the county. Kimmel represents Ehlers, a financial consultant firm and has worked with Lake County as a consultant over the years on other projects. According to Matt Huddleston, county administrator, the purpose of the meeting was to help the board understand the possibilities for financing housing projects, stating, “education makes for better decisions and helps us prioritize better.” Over recent months the county board has held discussions about the dearth of affordable housing in the county, especially for workforce housing and senior housing. They have stated that finding solutions to insufficient housing is a priority for the county. In this session Kimmel outlined in detail the complexities of options such as TIF (Tax Increment Funding), and tax abatement. He also reviewed “options along a spectrum from helpful but without an active investment, to true private-public partnerships,”, giving the board a chance to look at opportunities along a range of involvement. Kimmel stated that currently most communities that are contending with insufficient housing are not likely to see improvement without taking action because private developers would not be able to build new housing and make money. “The market has a failure, and we need to do what we can and correct that failure,” stated Kimmel.
